The College has considered the 20- point suggestions of the NAAC Peer Team. The severe inadequacy of facilities of infrastructure in this college has appeared as the most important constraint in the way of implementation of few such suggestions. But despite that our College has succeeded in implementing many of the same.
The IQAC of this college shares the view of the NAAC Peer Team's suggestion no. 15: “Due to the lack of space, full growth of the departments may not be possible with the present infrastructure. The College may, therefore, develop a second campus on priority basis . ” The college has already decided to construct a new four-storied building at its vacant land located near the college that may be considered as our prospective second campus. For this purpose, the UGC has been requested to sanction an amount of at least Rs.80 lakhs initially as a grant for constructing this proposed building. The existing area of our college –building is highly insufficient to carry out the required expansion of our academic programmes as suggested by the NAAC Peer Team. Recently, there has occurred a rapid change in the interests of students to study interdisciplinary and employment oriented subjects. The college has already introduced three such subjects namely, (i) Computer Science , (ii) Electronics and (iii) Marketing . We have planned to increase the number of such different courses of studies and such plans may be realized once the proposed new building is constructed. Besides, we have to arrange post -
graduate courses of studies as suggested by the NAAC Peer Team. We are very much grateful to this Team for suggesting us to introduce such courses in subjects
like Computer Science , Physics , Bengali and English . In this connection, the suggestion nos. 1 and 3 of the NAAC Peer Team may be quoted:
“ The College may think of more number of interdisciplinary and employment oriented self- financing degree and diploma courses like Journalism and Mass Communication, Tourism and Hotel Management, Industrial Chemistry, Computer Application, Business Administration and Banking, etc.” (Suggestion no.1)
“The College may start PG courses in Physics, Computer Science, Bengali and English” . (Suggestion no. 3)
We can implement these suggestions if the proposed construction of our new building is done by securing the required grant from the UGC and also if we can succeed in mobilizing the supplementary sources of finance through donations, etc. from other sources.
The NAAC Peer Team suggested “The College may establish a Language Laboratory and introduce a course on Communicative English, which has got high applied value in the present scenario” . (Suggestion no. 2)
In fact, our College has already taken such an initiative and a MOU was also signed with the British Council, Kolkata, for this purpose. However, it is expected the College would introduce the same as early as possible.
The suggestion no. 4 of the NAAC Peer Team may now be considered: “Mechanism for obtaining comprehensive feed back from Parents, Employers, Peers and other stake- holders of the college through questionnaire and regular interaction followed by analysis and incorporation in the development process may be evolved”. For quite a long time, different departments of the College have held teachers- parents- students meetings in which the teachers point out the strengths and weaknesses of students in their academic performances and the students also clearly point out problems faced by them. The parents are thus apprised of all these.
They may also place their suggestions to the teachers and exchange their views accordingly. This is our healthy practice of interaction. This helps ‘to shift the focus to learner centered pedagogy'. This has indeed fulfilled the suggestion no.5 of the NAAC Peer Team.
Despite severe financial constraints, our college always tried through conscientious efforts to enhance the quality of teaching by effective use of the modern technology like computer, internet, LCD Projector, Overhead Projector, etc. and to provide similar facilities to all the departments at successive stages. In addition to the traditional chalk and talk practice, the college has assigned high importance to the use of modern technology. At present the college has a total number of 73 Computers, 3 Laptops and two LCD projectors as mentioned in the table below:
Department |
No. Of Computers/Laptops |
Commerce |
36 Computers, 2 Laptops,
2 LCD Projectors |

We are aware of the following suggestion nos. 6 and 11 0f the NAAC Peer Team in this context and accordingly we are trying earnestly to fulfill the same:
“Conscientious efforts to be made by the departments to enhance the quality of teaching by effective use of the modern technology like computer, internet, LCD projector, Overhead projector, etc.” (Suggestion no.6)
“The College may provide computer to all the departments with internet facilities” (Suggestion no.11).
Our college has gradually developed its Central Library not only by increasing the number of books, the racks and almirahs for keeping such books, but also by purchasing a computer with internet facilities supported by the UGC grant. The Central Library provides open access facilities. All these facilities are equally enjoyed by the students, teachers and employees of this college. To further the library facilities in terms of availability of books and journals in sufficient numbers, we have already applied for UGC grant on this head to the tune of Rs.25, 00,000/-.
We have planned to establish departmental libraries for both students and teachers at different stages. At present we could arrange the departmental libraries for only two departments, Commerce and Geography. These two departments arranged the same with the aid of their own resources. Departmental libraries of Mathematics and Computer Science are expected to be inaugurated within next 2 months. However, we have arranged the automation of services of the Library to some extent and we expect to complete the residual works after receiving the grant. Since we have established only two departmental libraries till now, the connection of the Central Library with all the departmental libraries through computer networking will be done only after all the departments are equipped with their own libraries. So, the following two suggestions of the NAAC Peer Team could be fulfilled only partially:
“All departments may establish departmental libraries for the students and staff.” (Suggestion no.10)
“Effort be made to complete the automation of all the library services. The Central Library may be connected to departmental libraries through computer networking.” (Suggestion no.12)
While gradually introducing the use of computer in different departments the college has been keen to introduce the same in the office. Till now, the college has purchased 8 computers for the office from its own fund to maintain different official records as well as to ensure smooth functioning of the office. The number of computers will be increased also to expedite the administrative functions. The question papers of all internal examinations are printed in our own computer centre. Moreover, the office of our college has recently planned to computerize all our past records / data related to admission of students in different sessions and the results of our students in the external examinations, i.e., in the examinations conducted by the University of Calcutta as far as practicable. However, these will be gradually done. These efforts are quite in conformity with the following suggestion no. 7 of the NAAC Peer Team: “The administrative functions and examination be fully computerized” .
Our teachers of different departments also conduct periodic examinations regularly in the form of Class Tests or Unit Tests as directed by our University to all the colleges. A Test Examination, which is popularly called ‘Sent up Examination', is also regularly held. After evaluation of answer scripts of students related to all these examinations, these are shown to the students and the defects in their answers are pointed out. They are also advised the ways they can improve the quality of such answers in order to secure high marks in the University examinations. The records of all the internal examinations are kept by each department and these are also shown to the parents of the students in the teachers – parents – students meetings. So, there is a practice to monitor the progression of students in each department of this college. We are planning to improve this system. One such way is to computerize all such records by each department possessing computers. As more and more departments are equipped with computers, this process will be more effective. It is worth mentioning that these efforts are exactly in tune with the following suggestion no. 14 of the NAAC Peer Team:
“Students' progression may be monitored and full record of the same be maintained by the departments”.
The college always encourages its teachers to carry out continuous research works through submission of articles/ research papers in seminars/ conferences/ journals, preferably in refereed national and international journals and also to undertake major/ minor research projects. Teachers have participated in different workshops and also in training courses in computer application conducted by Jadavpur University. A large number of teachers in this college have already obtained Ph.D. degree and a few have obtained M.Phil. Degree. All the teachers have attended Refresher Courses in their respective subjects in order to improve their academic knowledge and skill. The college is in the practice of encouraging its teachers who have not yet obtained their doctoral degrees to pursue the same and for this purpose, necessary facilities, as may be given by the college, are also offered to them. A few teachers of the Science departments of the college have established their regular linkage for research works with some leading research institutes of the city of Kolkata such as The Indian Association for the Cultivation of Science, Institute of Chemical Biology, etc. It is worth mentioning that a large number of articles/ research papers of a considerable section of our teachers have been published in refereed national/ international journals in addition to their participation in national and international level conferences. While a few have participated in international conferences in India, two ex-teachers, Dr. Biswajit Guha who retired on 31.12.2006 and Dr. Subhasis Basak who resigned on 20 th February, 2007 and one existing teacher, Dr. Chanchal Guha Ray , have participated in international conferences abroad. Of them Dr. Biswajit Guha participated twice in the World Congress on Economics held in Argentina in 1999 and in Lisbon in 2002 and once in the American Economic Conference held at the Central Michigan University of the USA in 1998. Dr. Subhasis Basak and Dr. Chanchal Guha Ray attended the international conferences held in Germany and Italy respectively, their subjects being Physics and Mathematics. In different journals / magazines and books, a number of research
papers of Dr. Biswajit Guha and Dr. Sarbananda Chaudhury have received citations. The ex- teacher-in-charge of our college, Dr. Dilip Kumar Chakraborty , who retired on 31.12.2007, has conducted several minor research projects and in addition, had been the sole exceptional teacher in this college who has been acting as a Research guide and has already guided 5 research scholars. Of them, 3 have already obtained Ph.D. degree, one has submitted the thesis and another is carrying out his research work. So, the achievements of our teachers are quite in conformity with the following suggestion nos. 9 and 16 of the NAAC Peer Team:
“Teachers may be motivated to go for research, obtain research qualification, and publish more papers in standard and refereed national and international journals. They may be persuaded to apply for research from UGC and other funding agencies”.
“ The College may think of collaborating with more number of institutions for furthering their academic, research and extension activities”.
Our college is neither an Engineering College nor an institute offering education in management and professional courses. So, it has become difficult for us to develop contacts with industries to facilitate practical training for students and other activities. However, we have very recently created a ‘Placement Cell' and also decided to explore ways in order to contact industries. We have also planned to offer counseling and career guidance to our students. These are in accordance with the following suggestions of the NAAC Peer Team:
“Industry neighborhood connection with the college be developed and strengthened.” (Suggestion No. 8);
“Career Guidance and Placement Cell may be created.” (Suggestion No. 13)
“It may develop linkages with industries to facilitate practical training and job prospects of the students”. (Suggestion No. 17)
The College admits its failure, at least, in two cases. It has failed till now to organize an active and effective Alumni Association though it was officially formed
sometime ago. We admit that a dynamic Alumni Association can play a very effective role in the way of development of the college in several fields. The College has also failed to establish museums and botanical gardens mainly on account of the problem of shortage of space in the existing building. However, we feel we need to proceed seriously in both these cases. The relevant suggestions of the NAAC Peer Team are as follows:
“Alumni Association be registered and the database for the Alumni may be developed with definite plan of action for the growth of the institution” (Suggestion No. 18) and “The college may think of establishing museums and botanical gardens”. (Suggestion No.19)
Finally, the following suggestion of the NAAC Peer Team may be noted:
“Government may be moved to take urgent steps for the appointment of the teachers” . (Suggestion No. 20)
The College always takes initiative to move the Government to take urgent steps for the appointment of teachers in the vacant posts and also for creating necessary additional posts. But the concerned departments of the Government frequently take inordinately long time to comply with our requests and accordingly, we are placed in a helpless situation in which the whole of the academic process suffers, mainly to the detriment of student interest.
While chalking out the plan of action for the IQAC we have taken care to ensure that the benefits of the plan reach the students as fast as possible. Our institution deals largely with ‘first generation learners' belonging mostly to the families displaced as a result of partition of India. It is our responsibility as an institution to ensure the best possible benefits to these learners and at the same time to prepare them to face competition in the present age. This may be a sound way to equip
them with the cognitive, intellectual properties essential for keeping up with the subject beyond the college days.
We are regularly in the practice of receiving feedbacks from students in order to improve the overall quality of the institution. The institution has designed certain plans for the enhancement of academic quality. Among these, are organization of workshops and seminars on quality related themes and promotion of quality improvement in facilities of infrastructure on the job training of staff, etc. For this, we need to develop and apply innovative practices in various programmes/ activities leading to quality enhancement. We have already implemented substantially the suggestions of the NAAC Peer Team. We are aware of our limitations and we have pointed out the same. More over, we are chalking out plans to complete our unfinished tasks.
The vision of the college is to be a leading college in Kolkata, providing a well - resourced, holistic education to boys and girls in such a way that it will create an environment, “ Where the mind is without fear, the head is held high and knowledge is free ” .

Activities reflecting the goals & objectives of the institution:
The goals and objectives of our college are
to develop the prevailing system of Under - Graduate level of education with Honours course in a large number of subjects while emphasizing the need for providing job - oriented education and introducing subjects of contemporary relevance
to uplift the level of education to Post Graduate studies.
to provide ‘Student Support facilities' to the maximum possible extent within our limits.
New academic programmes initiated (UG and PG):
NAAC Peer team has recommended introduction of Post Graduate Course in Physics, Computer Science, Bengali and English. But due to insufficient number of faculty members as well as infrastructural deficiency, we could not implement the courses till now. We hope that we can introduce these courses in due time. The college decided to construct a new building for the said purposes.
3. Innovations in curricular design and transaction :
As innovative curriculum design, the students are provided with modular academic calendars in each subject at the very beginning of the session. The use of microphone in four big classrooms along with that of overhead projector, LCD Projector has already been implemented for the students. The institution has also introduced CD player, Computer with Internet facilities etc. for delivering lectures in classrooms. Recently, LAP - Tops are also used during the lectures in the classrooms in some departments.
4. Inter - disciplinary programme started:
The college has no freedom to introduce any interdisciplinary course. Such a course may be introduced only by the University of Calcutta. The Institution has, however, arranged the system of studying some subjects by the students of more than one discipline. All the three different disciplines of Arts,
Science, and Commerce have the scope of studying Mathematics, Statistics, Information Technology, Environmental Studies and Economics as interdisciplinary subjects. Students of Biological Sciences have the opportunity to study Chemistry as an interdisciplinary subject. However, the Honours courses in subjects like Economics, Mathematics & Geography are also interdisciplinary courses of study. The subject “Environmental Studies” also falls under this category in general courses. There is also some scope to involve students of various disciplines in specific subjects like Compulsory English, Alternative English and Compulsory Bengali. So, naturally, teachers of one faculty also get involved with teaching in another faculty. Such interface among departments helps to create a highly congenial academic atmosphere in which all imposed barriers are imperceptibly lifted and the departments work in harmonious co - ordination.
5. Examination reforms implemented:
The college introduced the Semester system of teaching-learning- evaluation a decade ago and conducted internal examinations accordingly. But, at present, in compliance with the new system of examination as introduced by the University of Calcutta, the institution has a process of continuous assessment of students through class tests and test examinations. Each separate paper of 100 marks in case of a particular subject is divided into four parts of 25 marks each for general students and 50 marks each for Honours students are conducted with respect to each such paper during one academic year. Evaluated answer scripts of the students in class tests are shown to students in the classroom. Any doubt regarding evaluation is clarified by the respective teacher inside the classroom. The examination methods are communicated to the students at the beginning of the year through notices served to the classes. There is an Examination Sub-Committee that functions as a Sub-Committee of the Teachers' Council. It conducts internal examinations in the college and also assists the college in holding University examinations as the college is also selected as a centre for such examinations.

The members of teaching and non-teaching staffs of the college along with the students have proved their keen interest in community services through a series of activities till March, 2006. In
this context, it must be mentioned that the NSS wing of the college under the leadership of Mr. Pranjal Chakraborty, Head of the Department of Commerce has taken special interest in community services and joined hands with various social organizations to implement the chalked out programmes (scheduled) in successful manner. Campaigns were organised in the locality surrounding the college to aware people about the possible menace of diseases like malaria, dengue, and cancer and also the pollution of water (arsenic) and air. Necessary co-operations have been received from organizations like Central Blood Bank, Voluntary Blood Donors Association. St. John's Ambulance, Paschim Banga Janasaswastha committee, Paschim Banga Bigyan Mancha, Kolkata Municipal Corporation and local youth organizations and citizens' committees and Liver Foundation Society, Kolkata.

Courses in which student assessment of teachers is introduced and
the action taken on student feedback:
Assessment of Teachers by students in all the departments is done, though not regularly.
Unit cost of Education (Session 2007 - 08):
Unit cost = total annual expenditure with salary component divided by number of students enrolled = Rs.6158.32/-
b) Unit cost calculated excluding salary component = Rs.199.73/-
Computerization of administration and the process of admissions
and Examination results, issue of certificates:
Admission of students and Final examinations of under graduate courses are conducted according to the norms and rules of the University of Calcutta. So, we have no scope to issue certificates and mark sheets for such examinations to the students. The college office has been using computers during the last few years to execute the processes of admission, collection of fees, preserving library records and keeping accounts. However, in the case of the post-graduate M.Com course of study, all data and records in relation to admission and the entire examination procedure are preserved in Computers. The issuance of the certificates in this respect is the joint responsibility of the University of Calcutta and the college.
26. Increase in the infrastructural facilities:
The College receives grants from the UGC and it has till now limited scope of mobilization of internal resources excepting the collection of tuition fees from students as fixed by the State Government. So it is very difficult to increase the facilities of infrastructure despite a rapidly rising demand for the same. However, despite such constraints, we have formulated some plans to increase the facilities of infrastructure. The Alumni has been approached to extend their help in this connection. Some proposals for development have been sent to the UGC in order to secure its financial assistance for this purpose. The net addition to our facilities of infrastructure during the period 2007 – 08 is mentioned as follows:
New Laboratory for the Department of Computer Science and Mathematics ,
Purchase of two lap-tops and one LCD projector along with related accessories in the Department of Commerce ,
Purchase of one video camera in the Department of Geography for use during educational tours / excursions, etc.
27. Technology upgradation:
Since it is not a technological institute, the issue of exclusive upgradation of technology does not arise. But the college is keen to upgrade its use of software in the computers used in the office, computer centre and library and in cases of different departments using the same. Audio - Visual aids have been added along with the practice of chalk and talk.
28. Computer and internet access and training to teachers and students:
The college always encourages its students, teachers and employees to receive training in application of computers along with access in surfing internets through its own computer centre and if required from outside. Some teachers have received such training from Jadavpur University. Students are also receiving such training from the college computer centre. Few employees have also received training from our computer centre which has enabled them to work efficiently in the office by using computers. Students have also accordingly been able to use Internet facilities in the Library where the UGC Net service has already been available since 2005-06.
29. Financial aid to students:
Financial aids are given to students in need. The State Government's stipend for SC/ST students, the concessions in tuition fees provided by the college from Students' Relief Fund are sources of such aids to poor but meritorious students. These are the sources of pecuniary incentives and supports to the students.
30. Support from Alumni Association and its activities:
The Alumni Association was formed in 2005. But admittedly, not much effort could be given to consolidate the functioning of the Association till now.
31. Support from Parent - Teacher Association and its activities:
Officially speaking, no such Association could be formed. However, the Departments, mainly the Honours ones, have been regularly holding interface meets with the guardians of their students for receiving proper feedback.

Except that, we participate in Inter College Football and also in Inter College Cricket tournaments. Annual sports are also conducted by the college every year and the college also participates every year in Inter College Athletic meets.
34. Incentives to outstanding sport persons:
We have always encouraged Sports persons by giving them prizes, certificates, sports gear and by offering them concession in tuition fees. We also feel that we need to give them more incentives if only finance permits us to do so. The College also offers financial assistance to students who represent University and state teams.
35. Students achievements and awards:
The college, since its inception, has an enviable record in the field of sports and games. It has indeed become a habit with our boys and girls to win medals and trophies in almost every competition / tournament they participate. 37. Placement services provided to students:
We have very recently created a ‘Placement cell' and departments like Botany, Physics, Commerce and Chemistry are trying to place their students in the jobs offered by different organizations. The teachers take initiative in taking information about job-oriented course and job-markets, so that they can place their students in the desired fields of interest in near future.

The college has arranged training in computer application for a few members of the non - teaching staff for the purpose of upgradation of their skill. It has been done through our Computer Centre.
39. Best practices of the institution:
The college, since the year of its inception, has been thriving to provide the best of services possible within the available resources. In the process, the institution adopted various practices which not only provided as quality checks but also enabled the students to imbibe various values. The institution ensures the quality of its academic programs of holding classes regularly in accordance with the routine and academic calendar, continuous assessment of students, offering personal counseling to students of different abilities etc. with a special care to the relatively weaker / disadvantaged students.
The college management does not show any discrimination of caste, creed and religion or gender to students with respect to their enjoyment of right for the admission.
A sense of social/civic responsibilities along with a sense of discipline and dedication are instilled into the students through various curricular, co - curricular and extracurricular activities including the provision for value-based education.
Academic, administrative and financial aspects undergo periodic quality checks.
Decentralization of administration in this college is undoubtedly the best practice that is conducive to nurturing efficiency and excellence.
Reservation of students' representation in Governing Body is also a good practice in our college.
40. Linkage developed with National/ International academic / Research bodies :
Ours is essentially a three - year degree course undergraduate institution; this is not a research - based institution to be linked with any such other.
However, teachers of various Departments have been pursuing higher research studies individually under the registration and guidance of University teachers and whenever necessary, they use laboratories of research institutes like Indian Institute of Chemical Biology, Indian Association for the Cultivation of Science and the like.
